Victor Oliynyk

Famous scientist and talented pedagogue, organizer of science Victor Vasylyovych Oliynyk was born on August, 10^th, 1948,  in Tarasivka village of Kyiv-Svyatoshynskyi district of Kyiv region in family of workers.

From early years parents  instiled him the sense of dignity to national belonging, attentive and respectful attitude toward customs and traditions of his nation. Genetically coded on the movable way of life, the inexhaustible necessity of action, overcoming of new borders, he kept for all his life the piety  to those, who enriches human with the priceless gift of knowledge – his teachers.

Knowledges, received at school, became strong background for entering professional and technical college №43 (Kyiv city), and later, after 2 years of labour activity (1964 – 1966) as milling machine operator at Factory of Artem, desired philological faculty of Kyiv State Pedagogical Institute of M.P.Dragomanov. In 1970, after graduating Institute, he became teaching at secondary School №199 (Kyiv city), and since that time he gives out all his gift, heat of heart and enthusiasm for education field.

In 1972 – 1978 he worked at Ministry of Education of Ukrainian Soviet Socialist Republic as methodologist, deputy director, director of Republic Education and Methodological Cabinet of Labour Training and Career-Guidence; 1978 – 1983 – State Committee of Union of Ministers of  Ukrainian Soviet Socialist Republic of Professional and Technical Education –  Director of Republic Educational and Methodological Cabinet, Head of Department of Social Disciplines Teaching and Educational Work; 1983 – 1989 – Scientific Research Institute of Ukrainian Soviet Socialist Republic – young, senior scientific worker.

Since 1989 – for today life way is connected with forming, functioning and development of system of postgraduate pedagogical education in Ukraine, where consequently he got positions of Deputy Director of Professional and Technical Education of Central Institute of Training Teachers of Ministry of Education and Science of Ukraine, Vice Rector of Educational Work, First Vice Rector of Ukrainian Institute of Training Leaders of Education, and since 1999 – Rector of Central Institute of Postgraduate Pedagogical Education of National Academy of Pedagogical Education of Ukraine. Since 2008 Victor Vasylyovych – Rector of established by him with support of Presidium of National Academy of Pedagogical Education of Ukraine and personally academician V.G. Kremenia The State Higher Scientific Institution “University of Educational Management” of National Academy of Pedagogical Sciences of Ukraine.

Inexhaustible attraction for knowledges in 1985 conducted him to postgraduate studies of Scientific and Research Institute of Pedagogics of Ukrainian Soviet Socialist Republic, after its graduating in 1988 he successfully defended dissertation for achieving of scientific degree of Candidate of Pedagogical  Sciences by theme: “System of Introduction of Progress Production Experience in Practice of Work of Secondary Professional and Technical Colleges”.

Not stopping at achievements, he continued to improve own professional level: 1994 – 1995 on the base of Institute of World Bank Economics of the USA he was training by program of project administration; 1996 – training in issues of estimation of education activity od educational institution (France); 2001 – 2002 – of introduction of  innovative technologies at educational institutions of France; 2003 – of organization of qualification improvement of pedagogical workers –  teachers of Economics at secondary schools (USA); 2006 – of problems of pedagogical estimation (Nottingham University, Great Britain); 2009-2011 – of interculture education (Poland); 2013 – interdisciplinary pedagogics in higher educational institutions (Poland).

Further he researched issues of administration of education, worked out scientific and methodological principles of modernization of system of postgraduate pedagogical education. The result of scientific search became the issue of monograph in 2003, 2004 – defending of doctoral dissertation by theme: “Theoretical and Methodological Principles of Administration of Improving Qualification of Pedagogical Workers of Professional and Technical Colleges”.

In 2006 – Victor Vasylyovych was chosen as Corresponding Member of National Academy of Pedagogical Sciences of Ukraine, in 2010 – Member.

As professional of high level in the field of education he researches issues of education administration and continuous professional development of leading and pedagogical personnel. As Rector directs work at decision issues of education administration at all levels, preparation of professionals in Administration, Pedagogics, Psychology etc.; innovation activity of working out, approbation and expert examination of new educational technologies and models of administration and their introduction in activity of educational institutions; research activity and preparation scientific and pedagogical personnel for postgraduate education field.

V.V.Oliynyk –  author of about 300 scientific, and scientific and methodological works, head of scientific school   issues of theory and practice of postgraduate pedagogical education in period of transformation of society,  in the frame of activity of which above 20 his students achieved scientific degrees.

The scientist implements essential work of promulgation and popularization of results of scientific activity of colleagues of pedagogical society. He is Chief Editor of number of scientific and educational and professional issues, in particular, “Postgraduate Education in Ukraine”, “Herald of Postgraduate Education”, “Theory and Methodology of Administration of Education”, and also Deputy Chief Editor of Online Professional Journal “Information Technologies and Means of Education”. Victor Vasylyovych heads  specialized council of doctoral theses defending of State Higher Educational Institution “University of Educational Management”, he is the member of specialized council of doctoral theses defending at the Institute of Information Technologies and Means of Education of National Academy of Pedagogical Sciences of Ukraine.

Notable pedagogue, scientist, administrator of education gives out  forces for public activity. He supervised Scientific and Methodological Commission of Postgraduate Education of Ministry of Education and Science of Ukraine, Concortium of Institutions of Postgraduate Education, Vice President of Educational and Scientific and Production  Complex “Academy of Distance Education”, Deputy head of  Public Council of Educators and Scientists of Ukraine.

Personally feeling responsibility for preservation of gene pool of nation V.V.Oliynyk receives position of Vice-President and Honoured Academician of International Academy of Safety Culture, Ecology and Science, member of European Association of Vital Safety, Chief Editor All-Ukrainian Scientific and Popular Journal “Safety Culture, Ecology and Health”.

For achievements in field of education academician V.V.Oliynyk is awarded with State and Departmental decorations: order  “For Merits” of 3^rd level, , Honoured Charters of Superior Council of Ukraine, Cabinet of Ministers of Ukraine, Ministry of Education and Science, National Academy of Pedagogical Sciences of Ukraine, breast sign of Ministry of Education and Science of Ukraine “”Excellent Worker of Education”, “Petro Mohyla”, and “For Scientific Achievements”, breast signs of National Academy of Pedagogical Sciences of Ukraine  “Ushynskyi K.D.” and “Hryhirii Skovoroda”, awards of Kyiv City Mayor. He is awarded  with orders of  Ukrainian Orthodox Church of St. Volodymyr of 3^rd level, of St.Heorhii Conqueror, of Reverend Nestor Chronicler of 1^st level.

Life experience, organizational abilities of Victor Vasylyovych gave him possibility to reach high authority and respect among professor and lecture staff, colleagues, learners, students, masters, postgraduate students, workers of system of postgraduate pedagogical education.

Life credo of V.V.Oliynyk is the quotation of V.G. Belinskyi: “Without goal there isn’t activity, without interests there isn’t goal, without activity there isn’t the life”.

Directions of scientific researches: distance learning in system of preparation and improving qualification of leading and pedagogical personnel of education;  administration of education, postgraduate education; professional education.

By supervision of V.V. Oliynyk there is worked out the State Scientific and Scientific and Research Theme “Scientific and Methodological Principles of Qualification Improving of Leading Personnel of Professional and Technical Institutions in system of distance learning”, and also experimental work is conducted by theme: normative, methodological didactic support of daily and distance qualification training of pedagogical workers”.
