The education system of all countries under the influence of transformational changes of modern society and must adequately respond to them, because now is relevant not just the possession of the necessary quantity of knowledge, but the ability to quickly and flexibly respond to the challenges of our time, navigate the information space, to be able to constantly learn. That is why the priority is the modernization of public administration mechanisms postgraduate education as the most flexible part of the process of professional growth of man.
In particular, the UNESCO document refers to the formation of "new professional teacher-foot contour", ie the diversification of its functions in the context of such global phenomena as the technological revolution and democratization of public life.
Based on data analysis of the European Network Information and documentation in the field of education, we can conclude that in some countries, including Belgium, the Netherlands, Austria, Portugal, Spain, Finland establishment of public administration postgraduate education carried out in two stages: an informal and organizationally and legally formed.
