Otych O. M. Aesthetics and ethics principles of forming of the national administrative elite

In creation of social progress the special role belongs to the elites, that form the creative kernel of society, come forward as a its energy source. Having regard to that types of elites are constituted in accordance with spheres and types of human activity, researchers distinguish, organizational, intellectual, artistic, moral, religious, business, military, scientific and other political elites that unite in separate elite groups.

Among these groups the special role is taken to the administrative elite that is in a most degree brought over to the processes of social work and able to influence on its motion in coordinates: intellect, information, knowledge, experience, power, making decision.

Exceptionally the aesthetic and ethic factors of administrative activity have an important value in activity of elite managers, as they promote or prevent to gaining authority to them and receipt of support among inferiors, partners, and also in social opinion.

Having regard to it, it is possible to attribute an aesthetic and ethic principles of forming of national administrative elite, among which is gold rule of ethics and also principles of: symphonies, to harmonies, autarchy in a management, orientation this process on a certain ideal, supports on character.

If to go out from statement that leader – it not that, who makes an order, but that, whose orders are executed, it is possible to assert that it is arrived at, when authority of power of leader grows into power of his authority. And it testifies to the capture by him by the art of management, that necessarily is base on aesthetic and ethic principles.
