The article initiates a question of science-based professional selection of the heads of higher educational institutions based on factor and effective approaches. The general requirements for a head of the higher educational institution are defined.

The adapted to the conditions of operation of higher educational institutions the qualimetric model is developed for evaluating management efficiency of a head of the higher educational institution.

The qualimetric model identifies four factors: competitiveness, system quality, management competence, and the conditions of professional competence formation that determine the efficiency of management activity.

Developed the theoretical model of selection of candidates for the post of a head of the higher educational institution, which provides computer diagnostics by means of expert system «A head of the higher educational institution», competitive selection, formation of management personnel, development of creative potential of a head of the higher educational institution.

During evaluating the qualitative indicators of management efficiency of the heads of higher educational institutions based on the qualimetric model the subjects guide by factors «competitiveness» and «conditions of professional competence formation».

A program of development of creative potential of the heads of higher educational institutions is developed based on job requirements.

Recommend to implement a higher educational institution the transparent system of evaluation of creativity management personnel, establish a data bank of reserve candidates to fill senior positions.
