EDUCATIONAL EVENT OF THE YEAR: INTERNATIONAL AUGUST PEDAGOGICAL SCIENTIFIC-PRACTICAL CONFERENCE "EDUCATION AND EDUCATORS: INDOMITABLE DURING THE WAR", "TRAINING PEDAGOGICAL ELITE" LOCATION

On August 18th, 2022, the scientific-pedagogical and pedagogical staff of the Central Institute of Postgraduate Education of SIHE "University of Educational Management" of the National Academy of Educational Sciences of Ukraine, led by Prof. Mykola Kyrychenko, Rector of the University, and Prof. Natalya Muranova, Vice-rector, became online participants of the traditional all-Ukrainian conference of the Ministry of Education and Science of Ukraine, which this year it was held under the slogan "Education and Educators: Indomitable during the War".

During online meeting of "Training Pedagogical Elite" Section Prof. Yuriy Zavalevskyi, the First Deputy Director of SNU “Institute for the Modernization of the Content of Education”, emphasized that in the context of the modernization of education, the state needs teachers who are able not only to perceive the conditions of the developed environment, to quickly adapt to them, but also to form and ensure a competitive level of education quality. The main task of the Ukrainian post-graduate pedagogical education system based on the Concept of the New Ukrainian School is to create appropriate conditions for the professional growth of each pedagogical worker.

The need to fulfill these requirements poses a task for post-graduate pedagogical educational institutions to ensure the professional improvement of teachers and, accordingly, their competitiveness in the labor market.

This Conference Section was attended by employees of the SNU "Institute of Modernization of the Content of Education", rectors (directors) of institutions of higher and post-graduate pedagogical education, representatives of departments of education.

Special attention of the team of Central Institute of Postgraduate Education (CIPE) was focused on the above-mentioned section, as the reports of 15 speakers raised the issue of postgraduate education and professional development as guidelines for the new academic year.

At section meeting Prof. Tamara Sorochan, the Director of the Institute, highlighted the innovative directions of the work of the Institute on the topic "Professional Development of Pedagogical Elite on the Way to European Integration". She noted that an important factor in the formation of the education system of the future European Ukraine being able to function in the conditions of an innovative type of human progress is the professional development of teachers.

The efforts of the CIPE team are focused on the implementation of strategic tasks for the development of the postgraduate pedagogical education system based on the Laws of Ukraine "On Education", "On Higher Education", "On Scientific and Scientific-Technical Activities", Development Strategies of the National Academy of Educational Sciences of Ukraine for the period 2016-2022, CMU Resolution No. 800 of August 21st, 2019, "Procedure for Upgrading Qualifications of Training and Research Stuff" (as amended in accordance with CMU Resolution No. 1133 of December 27th, 2019).

In addition to the traditional formal system of advanced training commissioned by the state, the Ukrainian Open University of Postgraduate Education (UOUPE) has been operating for three years, with more than 3,000 teachers as students. The use of innovative digital technologies made it possible to create, for the first time in Ukraine, a digital ecosystem for the professional development of teachers, which functions as a digital counterpart of CIPE. Currently, there are 6 virtual departments in the structure of UOUPE, which have united about 70 scientists, practicing teachers around the problem of professional development of teachers. Today, thanks to digital technologies, significant audiences of teachers have been reached, giving them the opportunity to make their own choice on content, time and the latest methods of professional development.

With the beginning of the military aggression of the Russian Federation against Ukraine, the action "Victory Horizons of Education" was launched in the Central Institute of Postgraduate Education of SIHE "University of Educational Management" of NAES of Ukraine to support teachers and help them reorient themselves to work under martial law, with more than 5,000 teachers-participants from Ukraine.

Prof. Tamara Sorochan gave her explanation of the concept of "Pedagogical Elite of Ukraine”: they are leaders of education, ambassadors of European integration values, society, state, personal and professional development, providers of innovations and reforms. On the way to European integration, the transformation of the professional development of the pedagogical elite of Ukraine and, under their leadership, all educators must take place.

Pedagogical elite of Ukraine, focusing on the priorities of European and national educational values, developing the best experience, is gaining more and more leadership in the process of transforming professional development of all educators on the way to the European integration of Ukrainian education.

In the near future, the processing of the materials of the August conference as a whole and its sections will be continued with the aim of creating a final document that will summarize the opinions and proposals of the participants.
