Kirichenko I. І., Bairak A. O. Development of public administration as branch of education — the way to preparation of administrative elite

There has been given a definition of «managing elite», there has been defined a role of the science «Public management» in preparation of managing elite. There has been defined the number of factors which influence the development of scientific field «Public management» and makes it possible to fulfil its functional role in providing public personnel policy. There are such factors as: availability of adequate normative legal database; public regulation and management at scientific field and the field of scientific and technical activities, defining strategic approaches of country to the development of personnel scientific and technical potential; presence of the chain of gradual school as well as higher doctorate that implement training of scientific and scientific and pedagogical personnel of public management; availability of certain array of scientific and scientific and methodical potential.

There has been defined individuality of Ukrainian public-management personnel training pattern, along with its unicity and advantages. The individuality of Ukrainian pattern is a transitional character of system of training, retraining and advanced training of public officers and local government officials. There has been indicated that this pattern is a symbiosis of two systems (liberal democratic and administrative).

There has been conducted an analysis of existing normative legal database in regard to operation of systems of training, retraining and advanced training of public officers and local government officials. There has been considered institutional provision of operation of Ukrainian pattern of training, retraining and advanced training of public officers and local government officials.

There have been defined the directions of further development of educational department «Public management» as the basis for Ukrainian elite training.
