POLICY ON COMPLIANCE WITH THE PRINCIPLES AND RECOMMENDATIONS OF COPE, WAME, DORA, etc.

The Editorial Board of the scientific publication “Bulletin of Postgraduate Education: Collection of Scientific Papers. Educational Sciences Series'” consistently adheres to the ethical principles of scientific publishing and internationally recognized professional standards. At all stages of the editorial and publishing process, it is guided by the recommendations and guidelines of the Committee on Publication Ethics (COPE, https://publicationethics.org/membership/code-of-conduct), which define the norms of responsible behaviours for authors, members of the Editorial Board, and reviewers, as well as regulate the procedure for handling ethical issues, in particular regarding plagiarism, fabrication or falsification of data, duplicate publication, conflict of interest, and authorship disputes.

The Collection of Scientific Papers also shares the principles of the San Francisco Declaration on Research Assessment (DORA, https://sfdora.org/read/), which foresee the responsible, objective, and balanced assessment of scientific research results. In this regard, the Editorial Board prioritizes the scientific novelty, theoretical and practical significance, and methodological soundness of the submitted materials, not limiting itself exclusively to bibliometric indicators. Special attention is given to ensuring the transparency of editorial procedures, the objectivity and impartiality of peer review, as well as adherence to the principles of academic integrity. The Collection of Scientific Papers establishes clear ethical requirements for all participants in the publication process ‒ authors, reviewers, and members of the Editorial Board ‒ and promotes the implementation of responsible practices in conducting research and scientific communications.

The Editorial Board also considers the approaches and recommendations of other international initiatives in the field of scientific publishing, particularly the principles of Open Access, Open Science, and transparency in scientific communication. This involves ensuring the accessibility of research results, the openness of peer-review procedures (under appropriate conditions), and enhancing trust in scientific publications.

In order to maintain the high quality of scientific content, the Editorial Board implements mechanisms for verifying submitted materials, particularly regarding the uniqueness of the text, adherence to ethical standards of research, and the proper formatting of sources. All participants in the publication process are obliged to adhere to the principles of academic integrity, transparency, responsibility, and professional ethics. The Editorial Board ensures control over adherence to these principles at all stages ‒ from manuscript submission to its publication ‒ to guarantee the reliability, scientific value, and reputational integrity of the publication.
