The article deals with the approaches to the subject of the analysis of educational services for children at the request of the community. In accordance with the results of the pilot area in Volodymyr-Volynskiy specialized boarding-school of the Ι-ΙΙΙ stages «Center of education and social-educational support» the achievements of the teaching staff in the reforming of the institution towards the implementation of the functions of the educational services to be given at the request of the community, are revealed in this article. We prove that the existing linear changes serve as market saturation and initiate innovative forms of rejection of the old. The process of decentralization of education put the need to shift from linear to changes in the education system. This will zoom educational services to its users.
The elaborated models of market evaluation dealing with giving of educational services according to regulatory approach and conformity of educational and supportative services reveal the foundations of its formation and can be used in system restructuring in terms of management decentralization.
The analysis of the developed models application showed the glut of educational services primarily for one category of children — for children with normal development. It is proved that the introduction of the inclusion principle in the provision of the educational services reguires reducing stiffness regulation of schools and increasing flexibility in the management under conditions of decentralization
