ACADEMIC INTEGRITY POLICY, PUBLICATION ETHICS, AND EDITORIAL POLICY CORRESPONDING TO THE RECOMMENDATIONS OF COPE OR OTHER RECOGNIZED INTERNATIONAL ORGANIZATIONS IN THE FIELD OF PUBLICATION ETHICS
The Editorial Board of the scientific publication “Bulletin of Postgraduate Education: Collection of Scientific Papers. Educational Sciences Series'” of the State Higher Education Institution "University of Educational Management" of the NAES of Ukraine adheres to the established level of requirements for the selection and acceptance for publication of scientific articles submitted to the Collection of Scientific Papers. These requirements are determined by the thematic scope of the publication and are based on universally recognized quality standards of scientific research and the principles of their presentation adopted in the international scientific community.
When formulating its editorial policy, the Collection of Scientific Papers is guided by the recommendations of the Committee on Publication Ethics (COPE, http://publicationethics.org), and also takes into account the experience of leading international and national scientific institutions, professional communities, and editorial boards of scientific publications. An important feature of a developed scientific environment is the existence of ethical norms or codes that define the principles of professional conduct, mutual rights, and obligations of the participants in scientific communication. Such norms are aimed at ensuring the integrity of scientific activity, preventing the misuse of research results, and protecting the intellectual property rights of authors. Based on this, the Editorial Board defines and implements a system of ethical principles that should guide all participants in the editorial and publishing process—authors, reviewers, and members of the Editorial Board—at all stages of preparation, peer review, and publication of scientific materials in the Collection of Scientific Papers.
Academic Integrity Policy
The Collection of Scientific Papers adheres to the principles of academic integrity, publication ethics, and universally recognized international standards for conducting scientific activity. The editorial policy is aimed at ensuring the high quality of scientific publications and preventing any manifestations of scientific misconduct, in particular plagiarism, self-plagiarism, fabrication, falsification of research results, incorrect authorship, and other violations of ethical norms.
All manuscripts submitted to the Collection of Scientific Papers are subject to mandatory screening for textual borrowings using specialized plagiarism detection software. In case of detection of unlawful borrowings, improper citation, manipulation of sources, or other violations of academic integrity principles, such materials are rejected without proceeding to the subsequent stage of peer review. If necessary, the Editorial Board may initiate an additional expert evaluation of the submitted materials. Authors bear full personal responsibility for the originality of the submitted manuscripts, the reliability of the research results, the correct use of sources, and the proper formatting of references.
Submission of a manuscript to the Collection of Scientific Papers constitutes confirmation by the authors that the work is independent, has not been previously published (in whole or in part), is not under consideration in other scientific publications, and meets the requirements of academic integrity. The Editorial Board expects authors to disclose potential conflicts of interest, adhere to ethical norms for conducting research, and respect intellectual property rights.
If violations are detected post-publication, the Editorial Board reserves the right to take appropriate measures, including correction, retraction of the article, and informing the relevant stakeholders. The Editorial Board ensures adherence to the principles of transparency, objectivity, and impartiality at all stages of the editorial and publishing process, fostering trust in scientific results and maintaining high standards of academic culture.
General Provisions
Reviewers and members of the Editorial Board are obliged to conduct an impartial review of manuscripts, maintain confidentiality, and declare any conflict of interest in advance.
The Editorial Board carefully reviews all disputed situations and violations; if necessary, it implements corrections or the removal of materials.
General Duties and Responsibilities of the Editorial Board:
‒ During the editorial and publishing process, provides technical and informational support to the users of the Collection of Scientific Papers;
‒ Guarantees the confidentiality of materials submitted to the Collection of Scientific Papers throughout the entire editorial and publishing process, considering the provisions of the Law of Ukraine "On Personal Data Protection";
‒ Takes into consideration the comments and suggestions of readers, authors, and reviewers regarding ways to improve the publication's operations;
‒ The Editorial Board considers complaints in accordance with the "Procedure for Considering Complaints and Appeals Regarding Violations of Academic Integrity and Publication Ethics";
Cooperation with Readers:
‒ The Editorial Board ensures appropriate informing of readers and the distribution of newly published content.
‒ Published scientific materials are peer-reviewed in accordance with the "Peer Review Policy".
Cooperation with Authors:
‒ The Editorial Board provides authors with detailed instructions regarding the editorial and publishing process, informs them of the deadlines for material submission, and the publication dates of issues.
‒ The Editorial Board determines the criteria for evaluating materials and selects reviewers for each individual manuscript.
‒ The decision of the Editorial Board regarding the acceptance/rejection of a manuscript is based on its relevance, novelty, compliance with the scientific scope, and the requirements of the Collection of Scientific Papers.
‒ In case of disagreement with the decision of the Editorial Board, the author has the right to file a complaint in accordance with the "Procedure for Considering Complaints and Appeals Regarding Violations of Academic Integrity and Publication Ethics".
‒ At the author's request, the manuscript can be withdrawn from consideration and archived in the system of the Collection of Scientific Papers (with the subsequent possibility of restoring the submission to the queue). To do this, the author must contact the Editor-in-Chief with a corresponding request.
Cooperation with Reviewers
The Editorial Board:
‒ provides reviewers with detailed instructions for working within the system of the Collection of Scientific Papers;
‒ requests the reviewer to indicate the presence of any possible competing interests before agreeing to review the assigned material;
‒ requests reviewers to report all instances of plagiarism;
‒ guarantees that the qualifications of all reviewers meet the level of a professional publication and, if necessary, adjusts their composition;
‒ terminates cooperation with reviewers who provide low-quality reviews or consistently submit them late;
‒ uses available sources to identify potential reviewers;
‒ guarantees that the peer-review process is fair, objective, impartial, and timely.
Confidentiality
Reviewers are not permitted to disclose data presented in manuscripts prior to their publication.
Authorship Status
The list of authors must include individuals who have made a significant contribution to the scientific research presented in the article. The authors agree among themselves on the order of author listing, as well as their respective contributions to the research. Each author is responsible for the content of the article. Funding of the research does not constitute authorship.
Conflict of Interest (COI)
A Conflict of Interest (COI) refers to factors that negatively affect objectivity, or could be perceived as interfering with the process of peer review, editorial decision-making, publication, and presentation of the manuscript. A conflict of interest may arise in relation to individuals or organizations.
During the editorial and publishing process, the following relationships between the Editor-in-Chief, reviewers, and authors constitute a conflict of interest:
‒ the author and the reviewer work in the same department or in the same research group;
‒ the author is a degree candidate, and the reviewer is an instructor or academic supervisor;
‒ the author and the reviewer are related by family ties.
If the Editorial Board detects the presence of a conflict of interest that was not declared upon submission, the manuscript may be rejected. If an undeclared conflict of interest is discovered after publication, the article may be removed.
Access and Use of Materials and Data:
‒ authors agree that all materials presented in the publication are freely accessible and can be used by other researchers for scientific, non-commercial purposes under the terms of the Creative Commons Attribution License (CC BY 4.0);
‒ supplementary data (datasets, software applications, photo, audio, video materials) that highlight and complement the content of the research may be additionally hosted in institutional repositories or on other Internet resources, which must be referenced in the article;
‒ if the article describes new open-source software, authors must host it on an appropriate resource and provide a comprehensive description of the algorithms used;
‒ upon request by the Editorial Board, authors must provide open access to all data and materials presented in the article, provided this does not violate confidentiality rules related to the anonymous surveying of respondents during the research.
Corrections and Additions
If necessary, the Editorial Board makes requisite corrections and clarifications to the content and publishes retractions and apologies.
Manuscript Submitted to Multiple Publications
During submission, authors must confirm that the manuscript is not currently submitted for consideration and publication to other scientific publications. The Editorial Board does not consider manuscripts that have already been submitted to or published in another scientific publication.
Intellectual Property
The Editorial Board adheres to the legislation of Ukraine regarding intellectual property and copyright.
Licensing The article and any associated published materials are licensed under the Creative Commons Attribution License (CC BY 4.0). The terms of this license do not affect the rights of the author or other creative contributor to protect the integrity and ownership of their work.
The copyright for the layout of the Collection of Scientific Papers and the cover belongs entirely to the State Higher Education Institution "University of Educational Management". All content is published in good faith, and the views expressed by the authors are solely their own and do not necessarily reflect the views of the State Higher Education Institution "University of Educational Management".
International Requirements for Educational Research Results
The Editorial Board exercises control to ensure that the results of scientific research published in the Collection of Scientific Papers comply with international recommendations (in particular, AERA and BERA for educational research).
The editorial office checks the material for plagiarism using the StrikePlagiarism.com system.
